Biography

Over the last two decades, A. Benjamin Mannes has amassed experience working in the public and private sectors, in public safety, integrity, compliance and emergency management. As a Subject Matter Expert, he stands out from his diverse experience and unique skill set not just writing about subjects - but experiencing them first hand. Mannes spent his childhood between divorced parents in New York City & Los Angeles, later living in Washington, DC and Philadelphia as well. While growing up seeing crime skyrocket around him, he was inspired to serve his community in law enforcement. By age seventeen he had earned early acceptance to New York’s John Jay College of criminal justice, and at eighteen he was serving seasonally as a Special Police Officer in Long Beach, NY while volunteering as an Auxiliary Police Officer with the NYPD. In 1997, Mannes became an officer with the US Federal Protective Service (FPS), serving on the New York Terrorist Trials Operations Command, set up by the US Marshals Service, NYPD, Bureau of Prisons and FBI following the 1993 World Trade Center bombing. In this assignment, he worked on security details in the New York metropolitan area during the al-Qaeda indictments following the twin embassy bombings in 1998, the trials of the “Blind Sheik” Omar Abdel Rachman and other related duties. Beginning in 1999, Mannes served on the Washington, D.C. Metropolitan Police Department. He was initially assigned to the high-crime Sixth District Substation in Anacostia and also served as a member of the nationally-recognized Civil Disturbance Unit. Because of his background in New York, Mannes was asked to serve in a homeland security capacity after the 9/11 attacks as he joined the District’s Joint Operations Command Center. Here, he continued to serve through the DC-area sniper task force and amongst other intelligence-led assignments. He became Department’s Master Instructor and later the National Training Coordinator for the threat assessment CAT Eyes Program. During this time, he trained other instructors in Boston, DC, New York, New Jersey, Maryland, and Virginia. He also conducted threat assessments for Coach USA surface transportation networks in New Jersey, New York, and Pennsylvania. Mannes was then recruited to join the Highway Information Sharing and Analysis Center (ISAC) as an Intelligence Analyst in a partnership between US Department of Homeland Security and the American Trucking Association. During this time, he served within The Transportation Security Operations Center (TSOC). This organization is tasked with the job of tracing security incidents across all modes of transportation in the US. Mannes was then promoted to join the Department of Homeland Security (TSA) as a Surface Transportation Security Specialist with the rank of inspector where he was assigned to one of the nation’s first Rail Security Inspection teams. In this position, he was responsible for monitoring homeland security intelligence and conducted inspections for the MARC commuter rail system, Baltimore Subway/Light Rail, Washington-Area METRO, AMTRAK Northeast Corridor, Virginia Railway Express and Norfolk Southern Rail Lines throughout D.C., Virginia, West Virginia and Maryland. During the hurricanes of Rita and Katrina, he served in an Emergency Management capacity. It was also during this time that Mannes got an inside look at the inequalities of the DC Criminal Justice System, when he had served probation for his guilty plea of carrying his Virginia-licensed weapon into DC; a violation of the DC gun law that was later overturned by both the Supreme Court and DC Circuit Court. Coverage of this issue by anti-law enforcement DC news outlets that still fuels trolling campaigns against Mannes today. However, Mannes emerged from this period as a senior consultant for an Israeli-American homeland security technology firm leading large-scale emergency management & homeland security projects for agencies in Columbus, OH, Los Angeles, and the SE Pennsylvania Counterterrorism Task Force before his being reinstated to the Metropolitan Police Department in 2007. In 2008, Mannes "rose from the ashes" when he was appointed as the Director of the Office of Investigations with the American Board of Internal Medicine (ABIM); where he led security, emergency management, integrity & investigative initiatives for North America’s largest medical board. While at ABIM, A. Benjamin Mannes developed policies and procedures to address fraud, theft, and cheating in the board certification process by creating best practices in the protection of intellectual property. With his experience in this area, he became recognized as a subject matter expert. Due to the fact that DC has no pardon or record expungement process, Mannes had to decline party interest for him to run for locally elected office, and he has had a certificate of relief from civil disabilities since 2012 and petition pending for a Presidential Pardon in place since 2016. As such, Mannes presently serves as a Chief Compliance Officer and consultant based in Philadelphia, helping clients in regulatory compliance, business continuity and securing intellectual and physical assets. He has consulted nationwide with business professionals, state education departments, school districts, colleges, political candidates, assessment organizations, faith-based communities, and other organizations to develop assessments, plans, and policies. Furthermore, Mannes has been published in the Philadelphia Inquirer, Arizona Republic, Buffalo News, The Hill, Daily Caller, Newsmax, Security Magazine, Homeland Security Journal, Security Management Magazine and others. He regularly speaks about public safety, crime prevention, homeland security, and public integrity in both the media and as a public speaker. Mannes is also a Life Member of the Fraternal Order of Police, member of the Association of Inspectors General and the Pennsylvania Shield and Square Club where he shared an Officer of the Year Award recipient in 2014 with an FBI agent with whom he referred an international identity theft and fraud case. Mannes was a member of collegiate advisory boards at St. John's University and Peirce College and has consulted with news and creative media, talk radio, screenwriters and producers in film and television, as well as being published in numerous outlets. A. Benjamin Mannes holds a Master of Arts Degree in organizational leadership (Summa cum Laude) from California Coast University and the a Bachelor's Degree in Criminal Justice. He is a Certified Protection Professional and Certified Exam Security Professional who holds certificates in Forensic Epidemiology, Crisis Preparedness Training for School Administrators, Campus Public Safety Response to Weapons of Mass Destruction Incidents, and Hospital Emergency Management during WMD Attacks from West Virginia University, in addition to a two-decade cadre of specialized professional training.
